100Introduction#
This section of the department manual will go over all items that affect the department relations of the Los Santos Police Department and other departments within the State of San Andreas.
101Mission Statement#
The mission of the Los Santos Police Department is charged with protecting the residents of San Andreas by providing excellent law enforcement services with the highest amount of fairness, respect, integrity, and professionalism.
102Welcome Message#
The Los Santos Police Department is charged with keeping the residents of the state safe and secure. The Chief of Police strives to maintain a peaceful environment for those who live and work within the state by enforcing its laws and protecting its residents. This is made possible by the wholehearted dedication and commitment that the Chief of Police and his Officer demonstrate each and every day. These guidelines have been created to ensure the consistency of the department by outlining the rules and regulations by which the department is bound.

We hold ourselves accountable to the highest level of ethical and moral standards. We are role models acting with courage and building trust within our community to provide the best law enforcement services & protection for our state.

We at LSPD strive to consistently exceed our resident's expectations. Our Officers strive for continuous improvement in self and service in order to propel our department further to achieve greater accomplishment and performance for themselves and their community.
103-03Fairness#
We are committed to consistently treating our residents with equality and impartiality regardless of race, gender, sexual orientation, or any other protected or unique factor. Our Officers are socially open-minded and unbiased in their conduct and actions.
103-04Respect#
Respect is at the core of every interaction with our citizens. We value empathy and professionalism and will consistently demonstrate these values to our residents.
104Supervisor Responsibility#
LSPD strives for the utmost respect towards all members and especially all supervisors within the State of San Andreas. Supervisors are members that have worked their way up the chain with hard work and dedication and should be treated with respect at all times. No member may argue with a supervisor at any time and any complaints regarding their procedures/orders shall be taken to their superior or a complaint form shall be filled.
A Supervisor within LSPD is any member at or above the rank of Corporal. Corporals will work closely with Sergeants in order to properly supervise patrol operations within the department.
105Important Disclosure#
This manual reflects most but not all policies and procedures in LSPD. Action may be taken on infractions not listed within the manual or policies if the LSPD Command Team deems the infraction, though not explicitly written in this document, to be unreasonable, disrespectful, or demonstrates poor judgment.
106Transfer Policy#
It shall be the policy of the Los Santos Police Department that NO lateral transfers, into or out of the department, will be accepted. All transfers shall be in line with the following regulations:
- Non-supervisory rank transfers must accept a single rank demotion, except in the case of transfers of the first non-supervisory rank. In such case, a "Officer to Officer" lateral transfer exemption will be applied to the "NO lateral transfer" policy.
- First rank supervisory officers MUST take a demotion of at least ONE rank - to the last department non-supervisory rank. (IE. PD Corporal to Master Officer).
- Supervisory rank transfers that are above the first supervisory rank must take a demotion TO the first supervisory rank, unless no such slots are available. In such case, the demotion must be to the last non-supervisory rank or lower.
- Command transfers MUST take a rank demotion to any supervisory rank, or lower.
- Transfers into the department must acknowledge that they will be on a two week promotion. The Los Santos Police Department will NOT approve any transfers out unless all parties agree to a promotion hold of at least two weeks.
- All transfers into the department MUST be fully trained and off of any probationary periods from their origin department. ALL transfers must be free of current disciplinary action and in good standing with both departments.
